Develia and Stocznia Cesarska in Gdańsk — regeneration progress
The former shipyard grounds in the centre of Gdańsk are one of the most symbolic investment areas in Poland. In 2025, Develia — one of the largest developers on the Warsaw Stock Exchange (GPW) — reached for Stocznia Cesarska (the Imperial Shipyard), announcing a mixed-use project of at least 3,000 homes. It is doing so from a position of strength: it closed 2025 with records in sales, handovers and profit.
The transaction: PLN 550 million for a piece of history
Develia has signed a preliminary agreement to acquire the company Stocznia Cesarska Development from the Belgian investors Alides and Revive, who had been running the regeneration since 2017. The transaction is worth around PLN 550 million — one of the largest land purchases in the company's history and its entry into an area with an enormous historical weight. Completion is subject to conditions precedent up to 20 December 2026: the State Treasury waiving its right of first refusal over the shares, the consent of the minister for the maritime economy, and the exclusion from the transaction of the historic Dyrekcja (Directorate) and Remiza (Fire Station) buildings.
Scale: at least 3,000 homes
Once the purchase is completed, Develia plans a mixed-use project comprising a minimum of 3,000 homes as well as commercial units — a multi-year development programme rather than a single estate. For phase I, there is a final building permit decision for 388 residential units and 31 commercial units. Construction could begin as early as 2027 — provided the transaction is closed.
The regeneration context
The former shipyard grounds combine high locational potential with real burdens: heritage protection, the need to preserve heritage and social sensitivity. The exclusion of the Dyrekcja and Remiza buildings from the transaction shows that the heritage layer is the subject of separate negotiations.
Develia's results — records as a foundation
2025 was a record year: revenue of PLN 2,076.9 million, net profit of PLN 442.6 million, sales of 3,345 units and 2,959 homes handed over — both the highest in the company's history. In the first quarter of 2026, revenue reached PLN 892.1 million (up 252% y/y) and net profit was PLN 177.1 million. Targets for 2026: 3,600–3,800 homes sold and 3,750–3,950 handovers. Such scale gives the company the capacity to finance the multi-year project in Gdańsk.
What this means for the market
Develia's entry into Stocznia Cesarska is a signal that large players with strong balance sheets are taking over the most complex regeneration projects. The record results of 2025 now translate into a land bank for the next decade. At the same time, the conditions precedent (the State Treasury, the minister's consent) show that with areas like these the last word does not belong to the market alone.
